#Roshan Pakistan | PPIB to Inject 1100 MW by 2018

 Development of hydropower and coal based projects


The major focus of Private Power and Infrastructure Board is on development of hydropower and coal based projects in future.

 Private Power and Infrastructure Board (PPIB) is working to complete six power projects to inject 1‚100MW in the national grid by end of 2018. According to the details‚ the power board is actively pursuing the sponsors to complete the projects within the prescribed time frame in order to meet the future requirements. 404MW Uch-II power project is likely to start its operation during the current month while 163MW Granage Holding by October next year and 134MW Star power project by July 2016. After completion‚ these projects would produce cheaper electricity for the consumers and help to change the current energy mix. The major focus of Private Power and Infrastructure Board is on development of hydropower and coal based projects in future.

لوڈشیڈنگ کاذمہ دارکون !!

ویسے تو پاکستان پیپلز پارٹی کی کارکردگی گزشتہ پانچ سال میں قریبا ہر شعبے میں مایوس کن تھی۔ لیکن لوڈ شیڈنگ کا مسئلہ ان انتخابات میں پیپلز پارٹی کے امیدواروں کی شکست کی سب سے بڑی وجہ بنے گا۔ اخلاقی جرا¿ت ہوتی تو اپنی نا اہلی کا اعتراف کر کے قوم سے معافی مانگی جاتی۔ لیکن مایوسی اور بد حواسی میں یہ فیصلہ کیا گیا کہ اس مسئلے کی ذمہ داری کسی نہ کسی طرح مسلم لیگ(ن) کی طرف منتقل کر دی جائے۔ اسی لئے الیکشن کی مہم شروع ہوتے ہی بڑے بڑے گمراہ کن اشتہار دیئے گئے۔ کہ بے نظیر بھٹو کی حکومت نے 1994 میں 24000 میگاواٹ بجلی کے منصوبے منظور کیئے تھے لیکن مسلم لیگ (ن) کی حکومت نے 1997 میں17000میگاواٹ کے منصوبے منسوخ کر دیئے جسکی وجہ سے آج لوڈشیڈنگ ہو رہی ھے۔
میرے تجربے میں آج تک اتنے ہم قومی مسئلہ پر اس سے زیادہ غلط بیانی اور گمراہ کن موقف سامنے نہیں آیا۔ کیونکہ حیرت انگیز حقیقت یہ ہے کہ در اصل ہماری توانائی بحران کی بنیادی وجہ پیپلز پارٹی کی 1994 کی انرجی پالیسی تھی۔ مسلم لیگ (ن) نے IPPs (انڈیپنڈنٹ پاور پروڈیوسرز) کے ساتھ کیا ہوا کوئی معاہدہ ختم نہیں کیا تھا۔ صرف ان مہنگے معاہدوں کے تحت پیپلز پارٹی کیطرف سے کیے گئے نرخوں کو کم کرایا تھا۔ پیپلز پارٹی کی 1994کی توانائی پالیسی نے جس طرح قومی مفادات کو دائمی نقصان پہنچایا اس کی تفصیل کچھ یوں ہے:
1994میں پیپلز پارٹی کی حکومت نے صرف تین ماہ میںانتہائی تیزی سے IPPs کے ساتھ 13ہزار میگاواٹ بجلی پیدا کرنے کیلئے 70نئے MOUs اور اجازت نامے یعنی لیٹر آف انٹنٹ (LOIs)جاری کئے۔ 1995تک70 میں سے 27 پارٹیوں کو 6335میگاواٹ بجلی پیداکرنے کیلئے لیٹر آف سپورٹ (LOS) جاری کئے۔ان پارٹیوں نے اگلے تین چار سال میں بجلی پیدا کرنا تو شروع کردی مگر اس نے مستقبل میں بجلی کے شدید بحران کے بیج بھی بو دیئے کیونکہ اس بجلی کا انحصار در آمد شدہ تیل پرتھا۔1994-95میں خام تیل کی قیمت10سے15ڈالر فی بیرل اور فرنس آئل کی قیمت محض 2450روپے فی ٹن تھی جبکہ 2008سے خام تیل کی قیمتیں 100ڈالر فی بیرل تک بڑھ چکی ہیں۔ اور فرنس آئل کی قیمت 82ہزارروپے فی ٹن تک پہنچ گئی ہے۔گویا اس غلط پالیسی کی وجہ سے آج فرنس آئل سے بجلی پیدا کرنے کی فی کلو واٹ لاگت 16سے 18روپے جبکہ ڈیزل سے22سے 24روپے تک پہنچ گئی ہے ۔ ادھر حکومت بجلی اوسطا ً 9 روپے فی کلو واٹ فروخت کر رہی ہے۔ دوسرے الفاظ میں IPPs جو بجلی پیدا کرکے حکومت کو فروخت کر رہی ہیں ان پر حکومت پاکستان کو خزانے سے 9سے 15روپے فی یونٹ سبسڈی دینا پڑ رہی ہے چونکہ یہ سبسڈی مستقل بڑھ رہی ہے اور حکومت کے پاس اتنے وسائل نہیں، اس وجہ سے گردشی قرضے 7 سو ارب روپے تک جا پہنچے ہیں۔اور بجلی کی کمپنیوں کے پاس تیل در آمد کی صلاحیت کم تر ہو رہی ہے۔ اسی لئے تھرمل انرجی کی مجموعیcapacity 13000 میگاواٹ ہے لیکن 7 سو ارب روپے کے گردشی قرضے کی وجہ سے اِس وقت صرف 6 ہزار میگاواٹ سے بھی کم بجلی پیدا ہو رہی ہے اور طویل لوڈ شیڈنگ کی وجہ بھی یہی ہے۔ لہذا طویل لوڈ شیڈنگ کی وجہ بجلی کی پیداواری صلاحیت میں کمی نہیں بلکہ اس کی اصل وجہ 1994میں پیپلز پارٹی کی حکومت کی غلط توانائی پالیسی ہے جس نے ہمارا انحصار درآمدی تیل پر اتنا زیادہ کر دیا ہے۔ یہ صورتحال IPPsسے 6335 میگاواٹ بجلی کی وجہ سے پیدا ہوئی۔ خدانخواستہ اگر کسی نہ کسی طرح IPPs 17000میگاواٹ بجلی پیدا کر رہی ہوتیں تو گردشی قرضہ ناقابل برداشت حد تک بڑھ جاتا۔
1994کی توانائی پالیسی کی دوسری بڑی خامی 6.5 سینٹ فی کلو واٹ کی بنیادی قیمت مقرر کرنا تھی۔ تیل کا خرچہ اسکے علاوہ۔ اسطرح مجموعی قیمت دس امریکی سینٹ یعنی اس وقت کے 32 روپے فی ڈالر کے حساب سے 3.20روپے مقرر ہوئی۔ اس وقت واپڈا جو بجلی پیدا کر رہا تھا اس کی فی یونٹ اوسط لاگت 90پیسے فی یونٹ تھی جبکہ قیمت فروخت 1.50روپے تھی اس طرح واپڈا کو 60 پیسے فی یونٹ منافع مل رہا تھا۔ اب فی یونٹ لاگت ہی قیمت فروخت سے دگنی ہو گئی اور جیسے جیسے تیل کی قیمت میں اضافہ ہوتا تھا ، مہنگی درآمد شدہ توانائی کی قیمت بڑھتی رہی۔ اور واپڈا مستقل گھاٹے میں چلا گیا۔
تیسرا اہم پہلو Energy Mixکا ہے۔ 1994 تک ملک میں 11ہزار میگاواٹ بجلی کیلئے 60 فیصد پن بجلی اور 40 فیصد تیل اور گیس پر انحصار تھا، لیکن 1994کی توانائی پالیسی کی وجہ سے پن بجلی کا تناسب صرف 30فیصد رہ گیا اورتھرمل سے بجلی کی شرح 70فیصد ہو گئی۔ اس طرح ہمارا زیادہ انحصار در آمدی تیل پر ہو گیا۔ ہر آنیوالے سال میں در آمدی تیل پر انحصار بڑھتارہا، موسم سرما میں دریاو¿ں میں پانی کی کمی کی وجہ سے پن بجلی کی پیداوار کم ہو نے سے Energy Mix 20:80 ہو جاتا ہے۔ دنیا میں بہت کم ممالک اب تیل سے بجلی پیدا کرتے ہیں۔مثلاً ہندوستان اپنی 70 فیصد بجلی کوئلے سے، 12فیصدپانی سے اورصرف 3فیصدتیل سے پیداکررہاہے۔ جبکہ بنگلہ دیش اپنی 90فیصدبجلی گیس اورصرف 5 فیصد درآمد ی تیل سے پیداکرتاہے ۔بدقسمتی سے پاکستان اب بھی40فیصدبجلی درآمدی تیل سے پیداکررہاہے اور صرف 29-29فیصد پانی اورگیس سے پیدا کرتا ہے۔
پیپلزپارٹی کے اشتہارمیں ایک اورگمراہ کن بات حبکوپاورپراجیکٹ کے بارے میں کی گئی ہے ۔ےہ پراجیکٹ مسلم لیگ(ن) کی پہلی مرکزی حکومت کے دورےعنی 1991-92میں شروع ہواتھا اور 1996میں مکمل ہوچکاتھاجب پیپلزپارٹی کی حکومت نے 1993کے آخر میں اقتدار سنبھالا تو "حبکو پاورپراجیکٹ“ کیلئے مسلم لیگ(ن) کے دور والا معاہدہ تبدیل کردیااوراپنے 1994کی توانائی پالیسی کے مطابق پہلے سے طے شدہ بجلی کی قیمت خرید میں اضافہ کردیا،احتساب بیورونے ےہ معاہدہ تبدیل کرنے کےلئے بد عنوانی کاسراغ لگالیا اور 12 اکتوبر 1998کواس کااعلان پریس میں کردیاگیاےہاں ےہ بات بتانابھی ضروری ہے کہ حبکوپاورپراجیکٹ سے بجلی کی پیداوارمیں کوئی رکاوٹ نہیں آئی، اسی طرح جون 1998کی تمام "بیرونی کمپنیوںسے معاہدوں کی منسوخی "کی سرخیاں بھی اشتہار میں گمراہ کن ہیں۔ واپڈاکی طرف سے IPPsکی پیداہونے والی بجلی کوبہت زیادہ قیمت پرخریدنے کاپابندکردیاتھاےہ ساری اضافی قیمت قومی خزانے سے اداہورہی ہے ۔ شوکت مرزاکی سربراہی میں ماہرین کی ایک کمیٹی مقررکی گئی جس کی رپورٹ کی روشنی میں بعض IPPsکی مقررکردہ قیمتوں کو کسی حد تک کم کروایاگیا۔
 پچھلی دھائی میں مشرف حکومت نے بجلی کی پیداوارمیں کوئی اضافہ نہ کیالیکن بجلی کے خرچ میں اضافے کی پالیسی اپنائی ۔وہ اس طرح کہ بینکوں سے ائیرکنڈیشننرزاورگھریلواستعمال کیلئے بجلی سے چلنے والی دیگراشیاءخریدنے کےلئے بینکوں سے بے تحاشہ قرضے جاری کئے گئے اس طرح گھروں میں استعمال ہونیوالی بجلی کاتناسب 46فیصدہوگیا۔پیپلزپارٹی کی حکومت نے اپنے پانچ سال کی بری حکمرانی ، اور نااہلی کی وجہ سے بجلی کے مسئلے کومزیدگھمبیربنادیا ۔ ذرا تصوّرکیجیے کہ اس حکومت نے رینٹل پاورکی شکل میں 25روپے فی ےونٹ بجلی خریدنے کامعاہدہ کیا۔ اس حکومت کے دورمیں بجلی کے لائن لاسسز(ترسیل کے دوران بجلی کاضیا ع)اوربجلی چوری کے نقصانات انتہائی زیادہ ہوچکے ہیں۔بجلی کے بلوں کی عدم ادائیگی کاسلسلہ بھی بڑھ گیاہے۔
 لوڈشیڈنگ ختم کرنے کاطویل مدتی حل صرف ےہ ہے کہ ہم پیداواری صلاحیت میں اِس طرح اضافہ کریںکہ پیداواری لاگت 9روپے فی یونٹ سے کم ہو اور ہمارا زیادہ تر اِنحصار اپنے وسائل پر ہو۔ یعنی پن بجلی،کوئلہ اور سولر یا ونڈ انرجی۔ ساتھ ہی انرجی کے نظام میں بنیادی تبدیلی کی ضرورت ہے۔ ڈی ریگولیشن اور ڈی centralized کے ذریعے۔ اس لائحہ عمل کا تفصیلی خاکہ

Better Pakistan | Power Generation Projects (Part I)


Electrical power being an integral part of any country is a vital need for any good governance. The load forecasting and the establishment of new power projects are thus an important requirement for any rising economy. Recent power outages in our country have shown that the shortfall of the electricity is actually a mare failure of the previous governments who never tried to cope with the growing demand of electricity. The shortfall of electricity further enhanced by the economic policies of present federal govt. who has not yet started any major power generation project.

PMLN being the largest rightest party in Pakistan have always focused on poverty elevation using industrial revolution. This way country not only gets revenue but it also decreases the unemployment ratio. Since industrial revolution is proportional to the energy supply and demand therefore in the two tenures of PMLN we put our best to supply an uninterrupted power to the industrial as well as domestic users.

Without going into the details of what previous governments have done to increase the power production capacity, we as a party have enough to show that all major power projects have PMLN signatures on them. We are proud to stand in front of nation with projects that are serving this nation in the best possible way.

Our Milestones in Power Generation Arena 

As a pro people government during 1990-92 and 1997-99, PMLN was fully aware of the ill fated contracts signed by PPP government with Private independent power producers (PIPPs) during 1993-96. The contracts were signed at higher per unit rates compared to the affordable rates. The irony was not limited to the high tariff  but some companies were charging much higher than what they were charging in neighboring countries. This was an extra burden on GoP, therefore, PMLN govt lead by Mian Nawaz Sharif (1997-99) decided to negotiate with the IPPs to bring their tariff down. It was not easy as the companies were given guarantees from national as well as international organizations. In such effort 17 power companies agreed to bring their twerrif 30-50 % down of the contractual value. The Govt. also found irregularities in the contract of two companies and cancelled their contract thus saving an amount of PKR 15 Billion. In order to create a competitive and liberal atmosphere for investment in power sector PMLN took following major steps.
  1. We did the restructuring and privatizing of the existing thermal power generation, the power transmission and distribution functions and assets of existing public sector utilities (WAPDA/KESC).  
  2. PMLN  created a fully autonomous regulatory authority, the National Electric Power Regulatory Authority (NEPRA). The NEPRA act was approved by parliament and signed into law in December 1997. The main aim of NEPRA was to create an autonomous, independent regulatory authority, which will be solely responsible for the power sector
  3. Other than this, PMLN while sensing the importance of power generation through IPPs, approved the power policy 1998 . The main points of this policy are given below.
  • The basis for selection of private power project will be minimum levelized tariff through International Competitive Bidding.
  • The process of selection will involve pre-qualification, issuance of a Request for Proposals (RFP), bidding and evaluation of bids against bid criteria clearly laid out in the RFP.
  • Detailed feasibility studies for every project will be prepared before bids are invited.
  • Hydel projects will be implemented on a Build-Own-Operate-Transfer (BOOT) basis; to be transferred to the province in which it is situated at the end of the concession period, and thermal projects on a Build-Own-Operate (BOO) basis.
  • The new Power Policy framework being proposed now is based on setting a tariff as a result of a competitive process through which private sector entrepreneurs will be invited to offer the lowest tariff per kWh for delivered energy.
  • The GOP will guarantee that the terms of executed agreements, including payment terms, are maintained during and after the transition to the private sector companies that result from the system restructuring described above. 

Major Power Projects 

The main power projects that were installed during two tenures of PMLN are following

CHASNUPP-1


The construction of Chashma Nuclear Power Plant Unit-1 (CHASNUPP-1), the second nuclear power plant in Pakistan, was started in 1992 with the help of People's Republic of China. It has an output of 325MW and has a life span of 40 years. (http://www.paec.gov.pk/chasnupp1/)

Ghazi Brotha HydroPower Project


The project is based on the utilization of the head available in the Indus River between Tarbela dam near Ghazi confluence with the Haro River and the Indus River near Barotha. It has  a peak power capacity of 1450MW. The feasibility of this Hydral power project was completed in 1992 during the first tenure of PMLN (http://www2.adb.org/Documents/PCRs/PAK/pcr-pak-26409.pdf).

Other than the above mentioned huge projects three new units each of 432 MW were installed at Tarbela that uplifted the installed capacity to a total of 3478 MW. The feasibility study of GolanGol hydro power project (106 MW) was also carried out during the tenure of PMLN. According to WAPDA feasibility study completed by HEPO/GTZ in 1997 which was later updated in 2005. 

IPPs Commissioned 


Power generation by IPPs also boasted during PMLN tenure that reflects the investment friendly policies of PMLN. The IPPs that were given contract / commissioned during PMLN tenures are given below (http://www.ppib.gov.pk/N_commissioned_ipps.htm  http://www.pepco.gov.pk/ipps.php )
  • Hub Power Project 1200MW agreement in 1992, commissioned on March 31, 1997 
  • Kohinoor Energy Power Project 126 MW commissioned on 20th June 1997
  • Gul Ahmed Power Project 125 MW commissioned on 3rd Nov, 1997
  • Tapal Energy power project 120 MW commissioned on 20th June 1997
  • AES lalpir Power Project 350 MW commissioned on 6th Nov, 1997
  • AES Pakgen Power Project 350 MW commissioned on 1st Feb,1998
  • Habibullah Coastal Power Project 126 MW commissioned on 11th Sept, 1999
  • Southern Electric Power 119 MW commissioned on 10th March, 1999
Three other IPPs that were worked by PMLN but later commissioned during the martial law of Gen. Musharraf . These are also listed below (http://www.pepco.gov.pk/ipps.php)
  • Fauji Kabirwala 151 MW commissioned on 21st Oct, 1999
  • Rousch Power 395 MW commissioned on 11th Dec, 1999
  • Saba Power 126 MW commissioned on 31st Dec, 1999
After the 18th amendment in the constitution , power generation is now a provincial matter. What are the efforts of PMLN lead Punjab govt. in this regard will be presented in the sequel of this blog post, and will be posted soon.
