LAHORE - A political, diplomatic and media frenzy has erupted around Punjab Chief Minister Shahbaz Sharif’s jacket during his stay in Indian capital of New Delhi.“He [Shahbaz] had the full right to wear ‘this dress of revolutionaries’,” said a diplomat, who had been very much impressed with chief minister’s speech, in a reception the other day.
He said he was surprised to see Shahbaz Sharif in this dress, but today after listening to his speech, he came to the conclusion that he had the full right to wear this dress of revolutionaries.
Shahbaz Sharif meanwhile said Pakistan would accept cooperation of any country to generate energy and offset the power shortfall.
In his address during his visit to Mahatma Gandhi Power project in Haryana, Shahbaz Sharif said he had already visited Turkey, Germany and China to acquire cooperation in the energy sector and his efforts had proved to be useful. He said the basic purpose of his visit to India was to benefit from its experiences in power generation.
He said he was pleased to know that 1600-MW electricity was being produced through the Mahatma Gandhi power plant using local and imported coal. He said as the quality of Indian coal was close to that found in Pakistan; therefore, there was no reason Pakistan could not set up a similar plant.
He said during the next two days of his tour, he would visit solar energy and coal-based power plants in more Indian cities. He said technology was not the exclusive right of anyone and it was a matter of pleasure that Indian government and power companies had displayed sincerity towards providing useful information to Pakistan as regards the energy sector.
Shahbaz said if India could produce surplus power, then the people of Pakistan could also overcome loadshedding through hard work, honesty and better strategies.
He said that darkness was not the destiny of the Pakistanis and Pakistan would also be able to eliminate darkness and join those countries which had electricity in abundance.
He said the dream of industrial and agriculture development could not be realised without overcoming shortage of energy and that is why the ruling Pakistan Muslim League-Nawaz was attaching top priority to the very subject.
Later, talking to newsmen, Shahbaz Sharif said he was ready to visit any country to seek cooperation for resolution of Pakistan’s energy crisis. In reply to a question, the chief minister said Pakistan would welcome Indian offer of power supply at reasonable rates.

Pakistan‚ China sign 3 MoUs for initiating power projects
China and Pakistan on Sunday signed three memorandums of understanding for initiating power generation projects.Under the memorandums‚ China's Western Power Company will install two plants of 660 MWs in Sahiwal and 150 MW plant each in Lahore‚ Faisalabad and Multan.
A Solid Waste Power Plant will also be established in Punjab.
Punjab Chef Minister Shahbaz Sharif appreciated the agreement and said that billions of dollars world of investment will be made under these projects.
He said these projects will help promote friendly relations between the two countries.

Mian Nawaz Sharif Address to the Nation
The soul aim of this blog is to bring forth the archives that are covered under the thick dust of time. This time we are presenting an old speech of Mian Nawaz Sharif. This speech was delivered on June 11, 1997. This speech is worth reading as it depicts the seriousness of the administrative challenges posed by PPP govt. This speech also reflects a lot about the rescue of sinking economic ship of Pakistan back in 1996. Before the complete speech i must quote that the undermentioned lines are reported in local newspaper THE NATION dated June 12, 1997.
Summary of Speech:
- Upholding the self determination to the Kashmiri people

Reported Text of the Speech:
"The dark days of uncertainty are over and only a mist remains now which will take some time to be cleared," he assured the nation in his address on television and radio.
The address covered the progress of his govt. was able to achieve on economic, law and order situation and anti-corruption front. A specific reference was also made to relations with India.
"Talks with India will be productive only if she concedes right of self determination to the Kashmiri people," he said.
The PM said that Pakistan's stand on Kashmir was based on principles and talks between the two countries could not make head way unless India realized the rights of Kashmiri people.
He said one should learn from the futile wars and tense relations Pakistan and India had during the past 50 years.
"I put forth this point before the Indian PM when i met him and he agreed to resolve issues through negotiations" he said, "I asked the Indian PM to withdraw forces and stop atrocities in Occupied Kashmir."
He expressed his confidence in the capabilities of the armed forces and determination of the people.
He said a total economic collapse, which the government inherited had been averted. "The severity of economic crises is receding and productivity in picking up after the new tax structure given by the government," he added.
He said the foreign exchange reserves had fallen to Rs 14 Billion during Benazir's govt. Now the reserves stand at Rs. 45 bilion after government's measures to revive economy, he added.
Blaming Benazir government for taking the country to bankruptcy and default he said if "Benazir government was given a few months more, the country would have defaulted creating difficulties in making transactions with foreign countries."
He said all govt. institutions were facing crisis like situation and the external and internal debt was out of country's reach." As an immediate step we have stopped the plunder of public wealth and institutions and no one could any longer place Pakistan as a second most corrupt country in the world," he said.
He said the people who had embezzled public wealth were creating doubts about the accountability process initiated by the government."They believed that they had not left any trace of corruption but i must appreciate the accountability cell for doing a commendable job of gathering proofs of corruption," Sharif said.
APP adds; The Prime Minister said Prime Minister Muhammad Nawaz Sharif Wednesday said that "The severity of economic crisis is receding" and the government's steps have rescued the economy from a total collapse.
He said 'corruption culture' had made employees reluctant to even fulfill their responsibilities rather to work selflessly is considered against one's ego. The same ways of doing things are still prevalent and the 'office system' reminded one of the stone age. "In fact, the very spirit to solve the common man's problems has vanished as the people have to grease palms to preserve their genuine rights. The ills are so many that these cannot be counted".
The prime Minister said, the culture of permits has been abolished and now the prime minister or the chief ministers cannot dole out permits for plots as leverage for political gain.
"Pakistanis and their children holding dual nationality and settled abroad are no longer required to obtain visa for Pakistan or any other permit for travel."
Green Channel, he said has once again been opened and Pakistanis returning home are now getting the same dignity and respect they enjoyed during PML's last tenure.
"The government functionaries and their children have been stopped from going abroad for medical treatment at state expense. They will be getting treatment where an ordinary citizen of this country goes."
He said, the import of duty free cars by the President, Prime Minister, Governors, Chief Ministers and other high officials has been banned. Similarly the Government has stopped other extra benefits to the high officials and will end the VIP culture.
"New policy has been formulated for the recovery of billion of rupees of stuck up loans. This policy is so successful that those who had refused to pay back their debts are now negotiating with the banks for its return."
"I have been pained to see the poor people waiting in long queues to buy atta(flour). But, we are not responsible for these miseries," said Nawaz Sharif. Benazir Government, he said adopted policies which resulted in low production of wheat. They increased the prices of agriculture machinery, fertilizer, electricity, gas and diesel without any rationale.
"PPP Ministers stole the wheat from godowns and smuggled it to abroad to pocket millions of rupees. The government has recovered rs 18.5 million from a former Minister who had sold the stolen wheat."
"The shortage of wheat was already there before PML took over power. The local harvest could not reach the market before two month while there was no arrangement for importing the commodity from other countries. However the Government still tried its best and did whatever it could possibly do for supply of atta in the market." But, he regretted the people had to face the hardships because of the shortage. he commended the patience shown by the people in this hour of difficulty.
The Government, he said, had to spend Rs 30 billion on import of wheat which meant hard-earned money had to be paid to farmers in other countries. "Don't our won farmers deserve it ?", he asked. Pakistani farmer was getting lower prices of their wheat as compared to that which was being imported.
The farmers, as a result, were reluctant to grow wheat. Had the government not increased the price, the local production would have reduced drastically and the country would have been left with no foreign exchange for import of wheat.
He said during the next year the govt would import four million tons of wheat and improve its distribution system. Wheat will be supplied to the floor mills @ Rs 6.5/kg and its proper supervision would help check the atta prices.
"The govt. plans to seek help of the army to control smuggling."
"A proper procedure would be adopted for supply of wheat to Afghanistan." he said.
The atta price has registered as increase but it was essential so that the country was not dependent for its bread. With a gradual improvement of the economic situation, purchasing power of the consumers would increase which would enable then to face the price hike.
Nawaz Sharif said the Government has decided to issue atta coupons' to assist the poor who cannot afford to purchase atta at higher prices. These coupons would be made available to people within next few days which would enable them to meet their requirements.
The measures taken by the govt. in agriculture sector would produce result. He said the country would one day not only save foreign exchange by exporting the agriculture goods but it would also bring prosparity in the rural areas and urban centres.
The common man should have his legal cases settled at district level instead of going to Karachi, Lahore or Islamabad to pursue his cases in higher courts.
Nawaz Sharif said the government will announce a comprehensive program for providing employment to youth as was promised in PMLN manifesto.
The work on Islamabad to Lahore motorway project will be completed this year while the work on Islamabad-Peshawar section will commence soon. Many small roads will be laid as a result of this mega project which will generate employment for thousand of people.
Nawaz Sharif was pained to observe the absence of justice and said he had decided to set up Ehtesab Committees to lessen the woes of the poor. These committees, he said, were being constituted to root out corruption and lawlessness at all levels and to ensure that thereafter no villager or an urbanite was insulted. All and sundry should live a respectable and dignified life, he added.
The Prime Minister said he would administer oath to the members of the committees in front of the entire nation in which they would pledge to work with honesty and selflessly. They would vow not to harm or harass anyone or to misuse their powers.
Nawaz Sharif said the only objective of the accountability committees would be to check wastage of national wealth and have an eye on the misuse of powers by those who possess it. These committees would do whatever possible to help the poor, aggrieved and those in need to save them from tyranny and injustices.
The Prime Minister said the day these committees succeeded in controlling malpractice in govt's expenses, ensure reverence of the poor in police stations, "Patwar Khana", and when no orphan would see helplessly the killers of this father marauding, that day would be a step forward towards improvement.
These committees, he said are of vital significance for the government and he wants to see this experiment a success. Whosoever indulged in laxity or did not measure up to the expectations of the people, would not be spread, said Nawaz Sahrif. Such people would lose their membership.
The Prime Minister said he took power at such a time when Pakistan was known in the world for its corruption and bad governance. Pakistan was listed for rampant corruption.
"The country was at the brink of insolvency if the Bhutto government had lasted for a few more weeks. This scenario would have created serious difficulties in dealing with the rest of the world. Only God knows what hardships Pakistan had to face."
He said at present the internal and foreign loans have accumulated to unmanageable limits. In all the sectors, the deficit is overwhelming. The looters have fled abroad and the heavy responsibilities have been left on my shoulders, he added. "Those who were recruited in the government departments after receiving hefty bribes have nothing to to do but they are getting their pays and privileges. Is this entire situation is seen as human issue, the question of employment of these employees comes forth. But the state of economy has tied our hands."
The Prime Minister said according to the details the three years of the PPP government are simply nightmarish. It was the sheer bad luck of the nation that its rulers had the sole business of plundering the national wealth. They had neither the brains not sympathetic hearts. The rulers were busy day and night in looting the national wealth. They used their gift of gab to hoodwink the people and hide their wrongdoings, he added.
"The plunderers are now off the scene but they are still using their sharp tongues. Perhaps, they cannot tolerate present govt's honesty and adherence to the principles of justice. by criticizing the process of accountability, the past rulers want to show the people that the government had failed to come out with proofs against their misdeeds."
Nawaz Sharif said, in fact, they plundered the nation with such an expertise that they were nearly successful to leave no clue behind, like the professional thieves However despite all these difficulties, wee have got the proofs of their loot. the performance of the Ehtesab Cell is worth praising in this regard, he added.
The Prime Minister said he is fully aware of their feelings against the former rulers who pocketed the national wealth. the people want that the robbers should be made to deposit the looted money without further delay. he has the same feelings, he added.
"I also want to wrest even the last penny of the national wealth from the plunderers I wish to curb price hike in the short time. It is my dream that people should enjoy their lives with their families free of fear and in atmosphere of security and satisfaction."
He said it is his strong wish that the aggrieved should get justice quickly and the oppressor should be punished without nay delay. The rapist would be tried before the echoes of a victim woman's cries, die in the fathomless expanse of space, he added.
"But to book the criminals the demands of justice have to be taken in to consideration also. However, the legal compulsions are not sacred than the lives of the people. A law becomes meaningless, when the citizens are facing terrorism, rapes and robberies. The elimination of all such fears are the duty of the government."
"I want to give my people a life full of joys, prosperity and safety. I had enacted laws to curb oppression from the society. But the Chief Justice of Pakistan assured me that the judiciary can fulfill the demands of justice with the existing legal and judicial system."
He said he has asked the chief justice of Pakistan and the Chief Justices of high Courts to speed up the process of justice. The cases are disposed of not before the death of the plaintiff when the justice is delayed, the aggrieved take the law into their hands which resultantly increases crimes rate. The quick disposal of cases would resolve many problems of the people, he added.
"My sole objective is the quick provision of justice to the people. I will be the most happy person when some one gets justice within days. I am interested in results. It satisfies me the most if existing legal and judicial system fulfills the demands of justice by punishing the criminals."
He said the performance of the investigative agencies and the police is not up to the mark. There are honest and dutiful police officers in these departments but the personnel of these departments have to prepare themselves to answer the current challenges. They have to inculcate a missionary spirit among themselves, he added.
The Prime Minister questioned whether a corrupt person can administer justice. How a government can uproot corruption when it is accepted by a society.
"How a government can uphold the moral values single-handedly. The elimination of the evil is not the sole responsibility of the government. It is equally shared by the citizens of a country."
In a society of ours, he said the rights of orphans, widows, and women are trampled. The workers, farmers and the weak are exploited and the respect to human relations is scant.
The Prime minister quoted a letter which was written to him from a London based Pakistani girl.
The letter exposed, he added, the black face of ur society in such a way that it harrowed his heart and soul.
In the letter, the girl, briefly, wrote the episode of the murder of her father last year when their family visited Pakistan. Her father was severely injured by five assailants who pumped four bullets in his body. He was rushed to a nearest hospital at Mandara where the doctor on duty refused to extend first aid, terming it a police case. this incident has amply exposed the respect given to a human life in Pakistan, he added.
The girl further wrote that her bleeding father was taken to the respective police station where the policemen insisting on lodging FIR first, completely ignoring the pains of an injured person who was struggling for life. Her father was then taken to a hospital in Rawalpindi but breathed his last without receiving the medical aid.
The girl wrote that this incident has exposed the inhuman attitude of a messiah who passed the buck to the heartless police, completely ignoring his obligations.

Pakistan’s fractured foreign responses
President Barack Obama has won the mandate to rule US and by proxy the world for another four years. We as the key ‘problem child’ of the world need to be clear on what we are faced with in the future. It is not so important how we view the world. It is more important how the world views us. Only then can we make intelligent interventions to protect our sovereignty, and maximise the gains for our peoples. Currently, Pakistan’s foreign policy seems fractured. We seem too obsessed with our worldview. Frankly, we are constantly on the receiving end and have lost all initiative. Perhaps, if the government relied on taking advice on foreign policy positions from the opposition in Parliament, it could do better.
It is time for a wake up call in the corridors of the Foreign Office and presidency. In the last week, we have had many high level visits from Iran and Russia cancelled. We are being led on the Malala issue by million signature petitions by the world. And we are tolerating Karzai’s insulting comments: “Terrorism is a snake and when you train a snake, you can’t expect it will only go in the neighbour’s house. When the attack on Malala happened, this proved our point.”
What are the major powers thinking? What does Obama have on his foreign policy plate and how will that affect us? He has the Afghanistan withdrawal to plan with Pakistan involvement and not sans clearly. He needs to decide how he will hold Israel back from an attack on Iran, and why the two-state solution is stuck in limbo creating credibility issues for all stakeholders. He needs to decide how much involvement he will have in the Arab Spring/uprisings considering the backlash could be more on the US, since the dictator allies would have vanished leaving the masses to the potential influence of religious forces. He will have to decide on the Asian front how to manage shoring up alliances with Japan, Korea and India in wake of China’s predominance.
What does Europe have on its foreign policy plate? It is clear that after the Lisbon Treaty, the weaker EU institutions failed to create an equality grid for all EU members and the biggest three (namely UK, France and Germany) have an edge. Thus, the big three foreign policy priorities will be the key, which Pakistan needs to be better prepared for. Germany has a geo-economic world vision, which means its big businesses lead the way. France, whilst being keen on sovereignty, wishes to lead due to its penchant for ‘role de la France’. The UK is considered to have the Rolls Royce diplomats which have the Commonwealth forum as platform. Together they are concerned with Libya, Syria, Israel, Iran, Afghanistan and Pakistan, but they are not just there to echo US positions. They consider their role larger due to their historic connections with all these areas. In the final analysis, they are all committed to the European Parliament’s European Security and Defence policy. Pakistan needs to focus on that because the military interventions against terrorism will be coordinated, to a large extent, through an existentialist threat perception by the combined European force.
What does China have on its foreign policy plate, as enunciated recently by Hu Jintao, General Secretary of the CPC Central Committee? He said clearly that China “will improve relations with developed economies and continue to promote friendship and partnership with its neighbours to ensure that its development will bring them more benefits.” Pakistan should not be under any illusion, as to how this policy statement will impact it. Any terrorism spill over into Chinese territory will not be appreciated. Any slow down on economic partnership and infrastructure investments will not be advisable either. Pakistan needs to buckle up on both these fronts.
In the midst of these international priorities where does Pakistan find itself? Pakistan as a country does not have a foreign policy, which is coherent or coordinated. In a world where we are the focus in a negative way, we need to sort our story. The presidency/Foreign Office, the military and Parliament need to run with one narrative. Whilst we as opposition are clear on our foreign policy direction, the threesome is not coordinated. We don’t mind leading the debate, but then the sharing of information at tactical level has to be seamless. The following positions need consensus for us to face the world in a unified way:
1- Pakistan will strike at the terrorists, who have attacked us and do not accept the state of Pakistan or our constitution. The method of the strike has to be discussed with all political stakeholders clearly, so that the spill over in the cities is clearly braced for as one nation. No blame games will be tolerated. The type of enemy being struck, its capability for damage has to be explained clearly. Its extent of enmity to the state has to be spelled out versus left in the dark.
2- We will speak to those who are willing to enter the dialogue process with a view to entering the electoral process.
3- Pakistan will not tolerate duality on drones. If they need to be used for targets that are hardened, it needs to be our own military, which needs to have the control.
4- The concept of no-go areas for our own population has to end. The government must establish full control in all of Pakistan. So that no ethnic group or sect is persecuted inside Pakistan. Similarly, there needs to be zero tolerance for boots on ground presence of foreign forces because that wrecks our own security regime.
5- The government’s treatment of TTP and nationalists rebelling against discriminations has to be different. The same medicine doesn’t apply to all elements.
6- Pakistan needs to be clear that it wishes to see more economic activity with India whilst having forward resolution dialogue on hardcore issues like Kashmir. Parallel effort has to be made on both economy and territorial disputes.
7- The impact of the 2014 withdrawal from Afghanistan whilst ensuring a dialogue with Talibans, which protects Pakistan’s national interests, is critical.
8- Pakistan has to play a role in calming the West on Iran. It is an important neighbour, which cannot be left to face the world alone. Our relevance needs to be felt.
9- On China, we need to ensure security and a fast track facilitation on investment.
10- ‘No Bilateral Investment Treaties till favourable Free Trade Agreements’ with all our major trading partners needs to be the basic rule of thumb.
In the final analysis, none of the above is possible till a new government such as PML-N takes charge in Islamabad. Corruption, crumbling institution/economy and our own fiscal debt cliff has made us an international basket case. With a responsible foreign policy vision, fiscal discipline/austerity and clarity on foreign policy directions, we can overcome the credibility gap with the rest of the world. However, for that we need to understand clearly the world priorities, our potential role in it and have one narrative to face the world.

صدر اوباما مزید چار سال کیلئے امریکہ اور باقی دنیا پر حکمرانی کا مینڈیٹ حاصل کر چکے ہیں۔ پاکستان دنیا کیلئے ایک بنیادی مسئلہ ہے اس لئے ہمیں یہ علم ہونا چاہیے کہ ہمیں مستقبل میں کن مسائل کا سامنا کرنا پڑے گا یہ چیز اہم نہیں کہ ہم دنیا کو کس طرح دیکھتے ہیں بلکہ اس سے زیا دہ یہ ضروری ہے کہ دنیا ہمیں کس طرح دیکھتی ہے۔ اسی طرح ہم اپنی خود مختاری کو محفوظ اور اپنے عوام کیلئے زیادہ کچھ حاصل کرنے سے متعلق ذہا نت آمیز اقدامات کر سکتے ہیں۔ ہماری حالیہ خارجہ پا لیسی ٹوٹ پھوٹ کا شکار نظر آتی ہے۔ ہم دنیا کا جائزہ لینے کے حوالے سے بھی اندیشوں کا شکار ہیں۔ بے تکلفی سے کہا جائے تو ہم یکساں طور پر اختتام پر پہنچ گئے ہیں اور ہم اٹھائے گئے ابتدائی اقدامات سے بھی ہاتھ دھو بیٹھے ہیںالبتہ اگر حکومت پارلیمنٹ میں اپوزیشن سے خارجہ پالیسی کے حوالے سے تجاویز لے تو صورتحال میں بہتر آ سکتی ہے۔ یہ ایوان صدر اور دفتر خارجہ کے لئے جاگنے کا وقت ہے۔ گزشتہ ہفتہ ایران اور روس کے اعلیٰ عہدیداروں نے اپنا دورہ پاکستان منسوخ کر دیا۔ ہم ملالہ ایشو میں پھنسے ہیں جس پر دنیا بھر سے لوگوں نے دستخطی پٹیشنز بھیجی ہیں اور ہم افغان صدر کرزئی کے توہین آمیز بیان کو بھی برداشت کر رہے ہیں جس میں انہوں نے کہا تھا کہ دہشت گردی ایک سانپ ہے اور جب آپ سانپ کو تربیت دیتے ہو تو اس سے یہ توقع نہیں کی جا سکتی کہ وہ ہمسائے کے گھر میں داخل نہیں ہو گا۔ ملالہ پر حملے سے یہ بات ثابت ہو چکی ہے۔ عالمی طاقتیں کیا سوچ رہی ہیں۔ صدر اوباما اپنی خارجہ پالیسی کس طرح بناتے ہیں اور یہ ہم پر کس طرح اثر انداز ہو گی۔ وہ پاکستان کی شمولیت سے افغانستان سے انخلاءکا منصوبہ رکھتے ہیں۔ اوباما کو یہ فیصلہ کرنا ہو گا کہ وہ اسرائیل کو کس طرح ایران پر حملے سے باز رکھ سکتے ہیں اور دو ریاستی حل کیونکہ تعطل کا شکار ہے جس سے تمام سٹیک ہولڈروں کی ساکھ داﺅ پر لگی ہوئی ہے، انہیں فیصلہ کرنے کی ضرورت ہے کہ عرب ملکوں میں پیدا ہونے والی تبدیلیوں کے حالات میں وہ خود کو کس حد تک ملوث کر سکتے ہیں خصوصاً ایسی صورت حال ہو کہ ان تبدیلیوں کے اثرات امریکہ پر بھی مرتب ہو سکتے ہیں کیونکہ ایسے حالات میں عرب ممالک میں آئے ڈکٹیٹر ا تحادی ختم ہو جائیں گے اور وہاں عوام پر مذہبی قوتوں کا اثر و نفوذ قائم ہو جائے گا۔ انہیں یہ بھی فیصلہ کرنا ہو گا کہ چین کے بڑھتے ہوئے غلبے کے پیش نظر وہ جاپان، کوریا اور بھارت جیسے ممالک کے ساتھ اتحاد کو کس طرح مضبوط بنا سکے گا۔
یورپ کیلئے خارجہ پالیسی کے حوالے سے کون سے راستے ہیں۔ یہ واضح ہے کہ لزبن سمجھوتے کے بعد یورپی یونین کے نسبتاً کمزور ادارے یونین کے تمام رکن ممالک کیلئے یکسانیت پیدا نہ کرتے اور تین بڑے ممالک برطانیہ جرمنی اور فرانس کو برتری حاصل ہو گئی۔ اس طرح خارجہ پالیسی کے حوالے سے تین بڑی ترجیحات ہونگی۔ جن کیلئے پاکستان کو تیار رہنا ہو گا۔ جرمنی عالمی سطح پر جغرافیائی اور اقتصادی وژن کا حامل ملک ہے جس کا مطلب یہ ہے کہ اسکی وسیع تجارت راستے کی طرف رہنمائی کرتی ہے۔ فرانس جو اپنی خودمختاری سے گہری وابستگی رکھتا ہے یونین کی قیادت کی خواہش رکھتا ہے۔ برطانیہ کے پاس بہترین سفارت کار ہیں اور اسکے پاس دولت مشترکہ کا پلیٹ فارم بھی ہے۔ جبکہ اجتماعی طور پر وہ لیبیا شام اسرائیل ایران افغانستان اور پاکستان کے بارے میں امریکی موقف کے تحت چلنا نہیں چاہتے بلکہ ان خطوں کے ساتھ تاریخی تعلقات کے باعث اپنا رول اس سے بڑھ کر تصور کرتے ہیں۔ البتہ وہ یورپی پارلیمنٹ کی یورپی سکیورٹی اور دفاعی پالیسی پر کاربند ہیں۔ پاکستان کو اس بات پر توجہ دینی چاہئے کیونکہ دہشت گردی کے خلاف ان کی فوجی مداخلتیں مربوط ہونگی چونکہ وہ دہشت گردی کو یورپ کی پوری قوت کے خلاف خطرہ تصور کرتے ہیں جہاں تک چین کی ممکنہ خارجہ پالیسی کا تعلق ہے جیسا کہ حال ہی میں چینی کمیونسٹ پارٹی کی سنٹرل کمیٹی کے جنرل سیکرٹری ہوجن تا¶ نے کہا چین ترقی یافتہ معیشتوں کے ساتھ تعلقات بہتر بنائے گا اور اپنے پڑوسیوں کے ساتھ دوستی اور پارٹنرشپ کو فروغ دے گا تاکہ اس بات کو یقینی بنایا جا سکے کہ اس کی ترقی کےلئے زیادہ فوائد حاصل ہو سکیں۔ پاکستان کو اس بارے میں کسی فریب کا شکار نہیں ہونا چاہئے کہ چینی اعلیٰ عہدیدار کا یہ بیان اس پر کس طرح اثر انداز ہو گا۔ چین اپنی سرزمین پر کسی بھی دہشت گردی کی بہرحال ستائش نہیں کرے گا۔ ان بین الاقوامی ترجیحات کی موجودگی میں پاکستان خود کو کہاں کھڑا محسوس کرتا ہے۔ پاکستان کی کوئی مربوط پالیسی نہیں۔ دنیا میں جہاں ہمارا منفی امیج بنا ہوا ہے ہمیں سوچ سمجھ کر معاملات کی طرف توجہ دینا ہو گی۔ ایوان صدر، دفتر خارجہ، فوج اور پارلیمنٹ کے لئے ضروری ہے کہ وہ یکسوئی کے ساتھ کام کریں ۔ متحد ہو کر دنیا کا سامنا کرنے کیلئے درج ذیل موقف پر اتفاق رائے قائم کرنا ہو گا۔ ہم ان دہشت گردوں کو نشانہ بنائیں گے جو ہم پر حملہ کریں جو پاکستان اور ہمارے اداروں کو تسلیم نہ کرتے ہوں۔ انہیں نشانہ بنانے کے طریقہ کار کے بارے میں تمام سیاسی سٹیک ہولڈروں کے ساتھ کھل کر بات چیت کی جائے تاکہ ہر کارروائی ایک قوم کے طور پر کی جائے۔
-1 کوئی بلیم گیم برداشت نہیں کی جائے گی۔ نشانہ بنائے جانے والے دشمن کی نوعیت نقصان پہنچانے کے والے سے ہی صلاحیت کی وضاحت واضح طور پر کی جانی چاہیے، حالات کے سا تھ اس کی دشمنی کو اندھیرے میں رکھنے کی بجائے اسے واضح کرنا چاہیے۔
-2 ہم ان کے ساتھ بات کریں گے جو مذاکراتی عمل میں شرکت پر آمادہ ہوں تاکہ انہیں انتخابی عمل میں شریک کیا جا سکے۔
-3 پاکستان ڈرون حملہ کے بارے میں دہرا معیار برداشت نہیں کرے گا اگر انہیں مشکل اہداف کے خلاف استعمال کرنے کی ضرورت ہے تو اس کا کنٹرول ہماری اپنی فوج کے اوپر ہونا چاہیے۔
-4 ہماری اپنی ہی آبادی کے نو گو ایریاز کا تصور ختم ہونا چاہیے حکومت کو ملک بھر پر اپنا کنٹرول قائم کرنا چاہیے تاکہ پاکستان کے اندر کسی نسلی گروپ یا فرقے کوایذا نہ پہنچائی جا سکے۔ اسی طرح اپنی سرزمین پر کسی غیر ملکی فوجی کی موجودگی برداشت نہ کی جائے کیونکہ یہ ہماری اپنی سلامتی کے تقاضوں کے منافی ہے۔
-5 تحریک طالبان پاکستان اور امتیازات کے خلاف نبردآزما قوم پرستوں کے ساتھ حکومتی رویہ مختلف ہونا چاہیے۔ تمام عناصر کے خلاف ایک ہی نسخہ استعمال نہیں کیا جانا چاہیے۔
-6 پاکستان کو اس معاملے میں بالکل واضح ہونا چاہیے کہ وہ بھارت کے ساتھ مزید اقتصادی سرگرمیاں شروع کرنے کے ساتھ ساتھ کشمیر جیسے دیرینہ تنازعات کے حل کیلئے مذاکرات کے بارے میں بھی مساوی طور پر آگے بڑھنا چاہیے۔ علاقائی تنازعات کے حل اور معیشت دونوں پہلوﺅں کو یکساں کوپیش نظرہونا چاہیے۔
-7 2014ءمیں غیر ملکی فوجوں کے انخلا کے اثرات کو ملحوظ رکھتے ہوئے یہ بات اہم ہے کہ طالبان کے ساتھ مذاکرات میں پاکستان کے قومی مفادات کا تحفظ کیا جائے۔
-8 ایران کے بارے میں مغرب کے رویہ ٹھنڈا کرنے میں پاکستان کو کردار ادا کرنا چاہیے۔ ایران ہمارا اہم پڑوسی ہے جسے دنیا کا سامنا کرنے کیلئے تنہا نہیں چھوڑنا چاہیے۔ ہمیں متعلقہ ضروریات کا احساس کرنا ہو گا۔
-9 چین کے بارے میں سیکورٹی کا معاملہ یقینی بنانے کے ساتھ پاکستان کے اندر تیز تر سرمایہ کاری کو یقینی بنانا چاہیے۔
-10 پاکستان کے تمام بڑے تجارتی پارٹنرز کے ساتھ تجارتی معاہدے کرنے کیلئے قابل قبول فری ٹریڈ معاہدوں کے بغیر دو طرفہ سرمایہ کاری نہ کرنے کو بنیادی اصول بنایا جائے۔ تجزیے کی آخری بات یہ ہے کہ یہ سب مندرجہ بالا معاملات اس وقت تک ممکن نہیں جب تک ملک میں مسلم لیگ (ن) کی حکومت نہ ہو، کرپشن، لڑکھڑاتی معیشت کمزر اداروں اور بھاری قرضوں نے ہمیں دنیا بھر میں مذاق بنا کر رکھ دیا ہے۔ ذمہ دارانہ خارجہ پالیسی ویژن مالیتی ڈسپلن بچت واضح خارجہ پالیسی سے ہم باقی دنیا کے ساتھ پیدا ہونے والے ساکھ کے فقدان کو دور کر سکتے ہیں تاہم اس مقصد کیلئے دنیا کی ترجیحات اور ان کے حوالے سے اپنے کردار کو صحیح طور پر سمیٹنا ہو گا اور دنیا کا سامنا کرنے کیلئے یکسو ہونا پڑے گا۔
