The unsung hero of Kargil

"Gentlemen! Thank you very much for gracing our Independence Day". That is how President Bill Clinton greeted Prime Minister Nawaz Sharif and his team at Blair House, the US Presidential Guest House, on July 4, 1999. Coming at the height of the Kargil crisis, the visit was critical. Just across the road from the White House, the almost 200 year-old Blair House has long been associated with events of monumental importance in world history.

The prime minister’s arrival in Washington was shrouded in mystery. The first reports of the visit came to the Pakistan Embassy not from our foreign office but the State Department. Everyone was caught unawares. Hurried meetings were called, confidential internal memos dug up, and briefs developed to be able to lay down all the necessary ground work for the emergency high-octane meeting. Nawaz Sharif arrived on July 3 at Andrews Airbase and was received by Prince Bandar Bin Sultan, the Saudi Ambassador to the US, and then taken for intense briefings.

It was evident at that time that Gen Musharraf’s unauthorised, illogical and non-strategic adventurism had pushed the situation to the precipice and a full-fledged war between two nuclear rivals was imminent. Musharraf’s claim that the prime minister had approved ‘Operation Badr’ (Kargil) is not true. The PM was briefed about the Kargil operation for the first time only around mid-May 1999 when a lot had already happened. Gen Majeed Malik, a military veteran and cabinet minister who attended the briefing, is reported to have strongly opposed the idea and bitterly criticised the operation calling it “silly and utterly illogical”.

By the time Nawaz Sharif touched down in Washington to defuse the situation, the entire world had descended on us in the Pakistan Embassy with Pakistan being criticised heavily, both in the print and the electronic media. In this backdrop, Nawaz Sharif battled his way up – pleading with the world to give diplomacy a chance.

The Americans are known for treating their holidays as sacrosanct and Independence Day is the veritable sanctum sanctorum. US functionaries were visibly ill at ease. Bringing President Clinton to the table to bail Pakistan out of the imbroglio on that day was not, therefore, business as usual. It was made possible in the face of the real and immediate danger of an all-out war. Saudi intervention on Nawaz Sharif’s SOS call made this possible. And the man who could work this miracle was Prince Bandar Bin Sultan.

Prince Bandar was the face of Saudi monarchy in Washington for 22 years, rubbing shoulders with five US presidents and ten secretaries of state. An inveterate networker, he was an ultimate Washington insider who could walk into the White House whenever he wished. His influence was so extensive that he was able to acquire AWACS surveillance aircraft for his country, despite bitter opposition from the Israeli lobby.

He staunchly supported the idea of forging close relations with Pakistan and China and believed that Pakistan was under-utilising its potential. He once asked former interim Prime Minister Moeen Qureshi: “I don’t understand why Pakistan is always afraid of Indian chicken”. He made China deliver intermediate range nuclear-warhead capable missiles despite strong opposition from CIA and the Department of State. During the Iran-Contra scandal, he bankrolled the whole affair. He pressured Col Qaddafi to deliver the suspects involved in the alleged bombing of PanAm Airline aircraft in 1988.

But the mother of all mysteries is how Mian Nawaz Sharif got hold of one of the most sought after men in the US at such a short notice. The strategy, nevertheless, worked and saved Pakistan and the region from war.

On July 4, 1999 the world media was sharply focused on what was going on inside the Blair House and keenly awaited gavel-to-gavel updates. No cameras were allowed inside the guest house; PTV and other media crew were forced to clear out. The prime minister – for obvious reasons – was interested in photo-ops with Clinton for political mileage. He asked me to ensure that the international media stayed on the scene despite the scorching heat.

Pakistani journalists Shaheen Sehbai and Mohammad Afzal Khan stood outside the guest house. I was more worried about the western media. Using my personal relationship with Andrea Koppel of CNN, I was able to persuade her to wait on one of the hottest days of the season.

The scene inside Blair House was intriguing, the pace painfully sluggish. The president’s aides including National Security Advisor Sandy Berger at one point sounded frustrated, unhappy to be in a firefight for an ally that apparently deserved no sympathy for being on the wrong side of global public opinion.

The US position was tough and arduous and its attending exasperation understandable. President Clinton seemed determined to help steer an erring ally out of harm’s way but also remained responsive to Indian outrage. Calming down the Indians was an uphill task. New Delhi was blowing hot and cold, the general public and the media were hysterically demanding a military response and the generals were impatiently waiting to teach Pakistan a lesson once and for all.

The Nawaz-Clinton talks went on late into the afternoon – down a bumpy path with a heavy traffic of faxes shuttling between Washington and New Delhi. The Indian acceptance of the ceasefire was an impossibility that came off under heavy pressure by President Clinton who had somehow developed a personal rapport with Nawaz Sharif.

Though apocryphal but the story goes that simplistic yet deeply sincere remarks by Nawaz Sharif for the US president in New York a couple of months earlier are said to have stayed with Clinton when he was going through the toughest patch in his political career in the midst of the Monica Lewinsky scandal. Being articulate about such situations is difficult but those who know Nawaz Sharif can testify that he comes across as an honest, down to earth and convincing negotiator. During the talks, these qualities worked in Pakistan’s favour.

Sharif never doubted a military take over. While the agreement was being documented, his anxiety was also mounting: “They will get me Mr President,” he whispered. Clinton quipped: “Yours is a rogue army. Keep them under civilian oversight”. Nawaz retorted: “It is not the army. It is (a) few dirty eggs. They will meddle to cover up the Kargil debacle”. And three months later, the military struck. The coup was inevitable. The ‘Dirty Four’ were afraid of a Kargil investigation and a possible court martial. Washington accepted it as a ‘fait accompli’.

After the October coup, those of us in the Embassy in Washington were in the dark knowing nothing about what was going on in Islamabad. There was intense media pressure - asking us to comment on what was happening back home. Ambassador Tariq Fatemi asked me to go to CNN without any brief and face the music, where I made an off-the-cuff comment: “Its not a coup, the president is still there, the constitution is intact, things are just being rearranged.” What else could I say?

Clinton always stood by Nawaz Sharif. On his few hours’ trip to Islamabad later, he refused to shake hands with Musharraf, and instead met President Tarar. But 9/11 changed the course and character of the history of the world, our region in particular.

Gen Musharraf had the last laugh. In order to stay in power he hacked everything – faked the referendum, rigged the elections, pushed us into a war we never deserved, destroyed district administrations, packed the superior judiciary with cronies and finally left behind an NRO-tainted accidental leadership. Nawaz Sharif arranged an honourable exit from Kargil but missed the gallows by inches. Gen Shahid Aziz deserves respect for telling the truth – which is always in short supply in our country. If we still have a few good men in the army, they just need to wake up and come out with the truth.

Pakistan’s fractured foreign responses

President Barack Obama has won the mandate to rule US and by proxy the world for another four years. We as the key ‘problem child’ of the world need to be clear on what we are faced with in the future. It is not so important how we view the world. It is more important how the world views us. Only then can we make intelligent interventions to protect our sovereignty, and maximise the gains for our peoples. Currently, Pakistan’s foreign policy seems fractured. We seem too obsessed with our worldview. Frankly, we are constantly on the receiving end and have lost all initiative. Perhaps, if the government relied on taking advice on foreign policy positions from the opposition in Parliament, it could do better.
It is time for a wake up call in the corridors of the Foreign Office and presidency. In the last week, we have had many high level visits from Iran and Russia cancelled. We are being led on the Malala issue by million signature petitions by the world. And we are tolerating Karzai’s insulting comments: “Terrorism is a snake and when you train a snake, you can’t expect it will only go in the neighbour’s house. When the attack on Malala happened, this proved our point.”
What are the major powers thinking? What does Obama have on his foreign policy plate and how will that affect us? He has the Afghanistan withdrawal to plan with Pakistan involvement and not sans clearly. He needs to decide how he will hold Israel back from an attack on Iran, and why the two-state solution is stuck in limbo creating credibility issues for all stakeholders. He needs to decide how much involvement he will have in the Arab Spring/uprisings considering the backlash could be more on the US, since the dictator allies would have vanished leaving the masses to the potential influence of religious forces. He will have to decide on the Asian front how to manage shoring up alliances with Japan, Korea and India in wake of China’s predominance.
What does Europe have on its foreign policy plate? It is clear that after the Lisbon Treaty, the weaker EU institutions failed to create an equality grid for all EU members and the biggest three (namely UK, France and Germany) have an edge. Thus, the big three foreign policy priorities will be the key, which Pakistan needs to be better prepared for. Germany has a geo-economic world vision, which means its big businesses lead the way. France, whilst being keen on sovereignty, wishes to lead due to its penchant for ‘role de la France’. The UK is considered to have the Rolls Royce diplomats which have the Commonwealth forum as platform. Together they are concerned with Libya, Syria, Israel, Iran, Afghanistan and Pakistan, but they are not just there to echo US positions. They consider their role larger due to their historic connections with all these areas. In the final analysis, they are all committed to the European Parliament’s European Security and Defence policy. Pakistan needs to focus on that because the military interventions against terrorism will be coordinated, to a large extent, through an existentialist threat perception by the combined European force.
What does China have on its foreign policy plate, as enunciated recently by Hu Jintao, General Secretary of the CPC Central Committee? He said clearly that China “will improve relations with developed economies and continue to promote friendship and partnership with its neighbours to ensure that its development will bring them more benefits.” Pakistan should not be under any illusion, as to how this policy statement will impact it. Any terrorism spill over into Chinese territory will not be appreciated. Any slow down on economic partnership and infrastructure investments will not be advisable either. Pakistan needs to buckle up on both these fronts.
In the midst of these international priorities where does Pakistan find itself? Pakistan as a country does not have a foreign policy, which is coherent or coordinated. In a world where we are the focus in a negative way, we need to sort our story. The presidency/Foreign Office, the military and Parliament need to run with one narrative. Whilst we as opposition are clear on our foreign policy direction, the threesome is not coordinated. We don’t mind leading the debate, but then the sharing of information at tactical level has to be seamless. The following positions need consensus for us to face the world in a unified way:
1- Pakistan will strike at the terrorists, who have attacked us and do not accept the state of Pakistan or our constitution. The method of the strike has to be discussed with all political stakeholders clearly, so that the spill over in the cities is clearly braced for as one nation. No blame games will be tolerated. The type of enemy being struck, its capability for damage has to be explained clearly. Its extent of enmity to the state has to be spelled out versus left in the dark.
2- We will speak to those who are willing to enter the dialogue process with a view to entering the electoral process.
3- Pakistan will not tolerate duality on drones. If they need to be used for targets that are hardened, it needs to be our own military, which needs to have the control.
4- The concept of no-go areas for our own population has to end. The government must establish full control in all of Pakistan. So that no ethnic group or sect is persecuted inside Pakistan. Similarly, there needs to be zero tolerance for boots on ground presence of foreign forces because that wrecks our own security regime.
5- The government’s treatment of TTP and nationalists rebelling against discriminations has to be different. The same medicine doesn’t apply to all elements.
6- Pakistan needs to be clear that it wishes to see more economic activity with India whilst having forward resolution dialogue on hardcore issues like Kashmir. Parallel effort has to be made on both economy and territorial disputes.
7- The impact of the 2014 withdrawal from Afghanistan whilst ensuring a dialogue with Talibans, which protects Pakistan’s national interests, is critical.
8- Pakistan has to play a role in calming the West on Iran. It is an important neighbour, which cannot be left to face the world alone. Our relevance needs to be felt.
9- On China, we need to ensure security and a fast track facilitation on investment.
10- ‘No Bilateral Investment Treaties till favourable Free Trade Agreements’ with all our major trading partners needs to be the basic rule of thumb.
In the final analysis, none of the above is possible till a new government such as PML-N takes charge in Islamabad. Corruption, crumbling institution/economy and our own fiscal debt cliff has made us an international basket case. With a responsible foreign policy vision, fiscal discipline/austerity and clarity on foreign policy directions, we can overcome the credibility gap with the rest of the world. However, for that we need to understand clearly the world priorities, our potential role in it and have one narrative to face the world.

Better Pakistan | Wild Life and Tourism

Better Pakistan | Wild Life, Culture & Tourism

Pakistan is blessed with tremendous natural beauty and diversified culture. We are among the few nations in the world that are blessed with four seasons, the sky kissing mountains, the roaring rivers, the lush green outfields and large deserts with over 800 km long coastal belt. Such blessings provides the baseline for strengthening of economy through tourism. The tourism requires good infrastructure, specially quality roads in  hill stations that no only facilitates the local population but appeals the foreign tourist to visit the breath taking areas of Northern Pakistan.

Pakistan Muslim League during its tenure has worked specifically on the infrastructure building for tourism. During the two tenures of PMLN Alhamdulliah the law and order situation was satisfactory therefore foreign tourists used to visit the archaeological sites of Pakistan especially the famous Mohinjadaro and Harrapa sites.  The establishment of new and international standard airports at Lahore and Karachi also proved to be the first impression to the foreigners coming to Pakistan in various capacities. In this blog post, as the title implies, we are presenting from the arches of history the work of PMLN for tourism development and wild life of Pakistan.

Tourism is an area that can help us in earning a lot of revenue. In order to boost the tourism activities in the country PMLN during its two tenures worked on lot of issues. The culture and tourism are directly linked with each other. The efforts of PMLN for setting up international standard tourist resorts dates back to the time when Mian Nawaz Sharif was the Chief Minister of Punjab. In 1987 the Govt. of Punjab established Chinji National Park as a protected area of International Union of Conservation of Nature. It is located in Talagang Dist. Chakwal, Punjab. It has a total area of 15061 acres (Reference).

The Patriata chairlift project, a unique of its own kind was inaugurated by Mian Nawaz Sharif on July 12,1990.  Furthermore, to improve the accessibility  to the northern areas of Pakistan TDCP was advised to devised plans specially meant for tour operations. This resulted in strengthening the tourism based economy of northern areas like Kaghan, Swat and Neelam valley.
Landhi Korangi Zoo  was also established during the first tenure of PMLN in 1990. It is a zoological garden located at Korangi, Landhi Town, Karachi. It is spread over an area of approximately 4 acres (16,000 m2).

In order to promote Sindhi culture Sindhi Language Authority was established by PMLN in year 1991. Sindh Tourism Development Corporation (STDC) was established in the year 1992 under the companies Act, 1975. This authority is working for the promotion of tourism in the province of Sindh. To highlight the importance of wildlife and tourism, in 1991, a three day celebration was observed in the Lahore Zoo, targeting only the youngsters.

In July 1992, the NHA was directed to construct Thal-Parachinar road worth 418 Million PKR. This road was primarily made to facilitate the locals but its secondary objective was to uplift the tourism activities in the area. It is worth mentioning here that Parachinar was among the most peaceful areas of Pakistan during PMLN govt.

In 1992 Natural History Museum and raptile house, were renovated. It is one of the more famous attractions in Karachi Zoo. Lohi Bher Wildlife Park is located in Lohi Bher in Rawalpindi. Established in 1992, the area encompasses 687 acres. PTDC Reception Unit at Chaman was approved by DDWP on 24-9-1992 at a cost of Rs. 6.302 million. Motel at Baran Kalay, Swat was approved by DDWP on 19-7-1992 at a cost of Rs. 17.762 million. PTDC Motel at Bunni, Chitral was approved by DDWP on 15-11-1992 at a cost of Rs. 6.467 million.

Right in the start of second tenure of PMLN to uplift tourism and to provide easy transport excess to the local population, the construction of  172 kM long Mansehra - Naran-Jhalkhd road , worth 3118 Million PKR was initiated. The work for uplifting tourism is evident from the fact that during the second tenure of PMLN in 1997, the archaeological site of Mohinjodaro was set to work for conservation. The UNESCO provided funding for this long project of 20 year. The old castle of Sher Shah Sorri also known as ROHTAS fort was included in the UNESCO list of world heritage in the year 1997. The foundation stone of Pakistan Austrian Institute of Tourism & Hotel Management (PAITHOM), Guli Bagh, Swat was also laid down by PMLN govt in May 1997. Hingol National Park (HNP) located in Lasbella, Awaran and Gwadar districts of Balochistan was established by PMLN in the year 1997. It covers an area of 619,043 hectares with 5,000 households  spread in more than 200 scattered villages.

The Govt. of PMLN in 1997 successfully held an international tourism convention in Lahore to highlight the Allah gifted beauty of Pakistan. The theme of that convention was "Pakistan a gateway to silk route". It was also planned to celebrate the year 1999 as the visit Pakistan year. These efforts brought 291.2 million USD to the treasury of Pakistan during the second tenure of PMLN (1997-1999)

In 1998 the Ayubia National park was expanded for two very good reasons. Firstly, it helped in conservation of the temperate forest, secondly it made a huge impact on the tourist activity in the area. It must be noted that this park was originally established in 1984 and its original area was 4161 acres which increased to 8184 acres of land. It is currently under the provincial department of wildlife. This park holds more than 100 species of plants and over 200 species of birds.

In July 1998, Prime Minister Mian Nawaz Sharif set a baby tiger free in the jungles of Azad Kashmir as a mark of wildlife protection. In 1998 the PMLN lead Government of Pakistan approved the  Biodiversity Action Plan (BAP) .It was prepared by Ministry of Environment, IUCN, WWF and various other stakeholders.

In 1999 the govt.of Punjab allowed the people of Punjab to keep some rare animals in their home. However, it was mentioned that prior permission from Wildlife department is mandatory. In 2009, the PMLN lead government of Punjab did extensive renovation of Woodland wildlife park and renamed it Lahore Zoo Safari on January 21. The Government of Punjab in 2012 established the Parks and Horticulture Authority of Punjab via the act The Parks and Horticulture Authority Act 2012. Through this act it made possible for the government to declare an area as Heritage Park to conserve the heritage or culture and to preserve, conserve and develop the flora and fauna for the present and future generations.

A view of Lahore Zoo Safari-
Through these lines our basic aim is to highlight the work of PMLN in this area. It is worth committing here that all these works done are in the best interest of Pakistan. It was not as a token of greatness but our humble duty to return to the people of Pakistan the best we can. We are very much hopeful to do our best in the future too for a strong and prosperous Pakistan.

Thank you PMLN
