LAHORE: The container special train between Quetta and Zahidan will start operation from Tuesday after about four years with the assistance of Iranian Railways.
Initially, the freight train will operate once in a week with 24 bogies. Having a turnaround time of one week, the train would carry rice and other items to Iran and bring sulpher, tarcoal and chemicals to Pakistan.
“The number of bogies will gradually be increased to 40,” said Minister for Railways Khwaja Saad Rafique at a news conference at Pakistan Railways headquarters in Lahore on Monday.
Iran would provide some 2,000 litres of diesel for the locomotives at subsidised rate of Rs15 per litre. The Iranian government had been requested to supply some 5,000 litres of diesel at subsidised rate so that the operational cost of the train could be minimised. The Iranian government has promised to sympathetically consider the request, said the minister.
“Pakistan Railways is ready to operate ECO train from Islamabad to Istanbul through Quetta, Taftan and Zahidan and is awaiting a green signal from the Turkish government. The launch is being delayed because of the upgrading of tracks between Ankara and Istanbul. The Turkish government has offered to bear the operational cost of the ECO train during initial months of its launch, but we declined the offer with thanks and arranged business for it,” said Mr Rafique.
Regarding the financial health of the PR, the minister said that by May-end the railways earned Rs28.67 billion against the budgetary target of Rs28 billion.
“We have revised the budgetary target to Rs31bn as we are likely to earn Rs8bn alone from the freight sector against the budgetary target of Rs6.30bn,” said the minister.
The Green Line train between Islamabad and Karachi has been a success story as it usually has 100 per cent occupancy.
There were some shortcomings in the Green Line train which had been overcome. From June 20, commuters would pay less for short distances.

KARACHI: “If you find a train arriving late, set your watch right,” remarked a smart young porter hurrying down the platform overloaded with several pieces of a passenger’s luggage. “Trains don’t arrive late these days!”
I recently set off from Rawalpindi by Tezgam for Karachi. Exactly at 8.30am it whistled and after a few seconds a second whistle blew and the train began to chug. A relative texted me the train’s travel timetable. All along I checked it with the train’s arrival at the various stations, and everywhere it was ahead of schedule. I got suspicious of the genuineness of the timetable. At Multan I asked a vendor how long the train would stop over there. “It will be here for half an hour, sir. Don’t worry,” he said and added with a justified sense of elation: “It arrived here ahead of time by 15 minutes.”
When the train pulled in at Karachi’s Landhi station, it was around an hour earlier.
Trains arrival and departure has always been a serious issue. Throughout the several decades a train arriving on time was an anomaly. If a train arrived within a few hours of its due time, people were content with it. The perennial delay was blamed on the driver’s greed for overtime which he purportedly earned at the cost of the passengers’ precious time. That could be true or may not be so, but train delays had been a common phenomenon in the past. But following the assassination of Benazir Bhutto in December 2007, the destruction of numerous train bogies and locomotives made the railways go haywire. It never recovered from that unfortunate episode till the last government lasted. Former railway minister Haji Ghulam Ahmed Bilour himself was so pessimistic about the railways’ future that he declared that the system was doomed and he could not help revive it.
Critics started alleging that since the minister had his own transport business, he was deliberately trying to ruin the railways.
Anyway, trains were late, sometimes by days not just hours. In one such unfortunate episode a train reached from Karachi to Rawalpindi in almost a week instead of the 26-hour journey. People waiting at railway stations were often told that the train was on its way from the other end, it would arrive here after so many hours delay, then it would be rolled to the washing yard before it arrived on the platform to pick passengers. The causes mentioned for the inordinate delays were various, from fuel shortages to engine breakdowns and non-availability of spare locomotives. This forced many regular passengers to opt for other modes of travel, particularly buses, which have since flourished, offering fantastic facilities and luxuries –– free cold drinks and snacks presented by women attendants, working air conditioning, films etc. But that trend appears to be reversing now with trains getting back on the track.
The prime minister’s inauguration of a new train, called Greenline train, on Friday may be proof of it. Railway officials claim that the train is not only centrally air-conditioned, it offers “WiFi connection throughout the route, three-time quality meal, tea, mineral water, newspaper and standard bedding” to the passengers during the travel between Islamabad and Karachi.
Timing is not the only area where the trains have shown some improvement. Water supply and sanitation have also markedly become better than before. The trains are swept at least once during the journey.
During the last few months the steadily rising fares seems to have been reversed. For instance, earlier an AC sleeper ticket between Karachi and Rawalpindi cost Rs6,300; now it is for Rs4,700. Similarly, at the station, coolies roam about offering their services to whoever wants them. Their role has changed considerably from that of an agent of corrupt officials who sold tickets in black market through these men in red shirts and white shalwars. Now they only help passengers with their luggage and comfortably lodge them in their already reserved seats. Black-marketing of tickets is uncommon now. Even the porters are supposed to charge official rates for carrying luggage pieces, though most passengers are unaware of or do not care much about it and just bargain with them.
The trains are comfortable with mostly having bogies imported from China, punctual and in some cases luxury too. Yes, what is called AC sleeper has various compartments for four, three and even two passengers.
Most people credit the present government for the turnaround. “Minister Saad Rafiq really deserves commendation for this improvement,” said Iftikhar Hussain, an employee of the Sui gas company, who says he cannot afford to travel by air and cannot sit for long hours in a bus either.
“Credit for this goes to the PTI. If it were not for Imran Khan’s sit-ins, this government wouldn’t have done anything for the public during its first four years,” said Mohammad Tufail, a PTI supporter.
Whether the credit goes to Minister Saad Rafique, the PTI’s dharnas or the changed internal and external circumstances, China’s assistance, passengers don’t care. They want a dependable, comfortable and affordable mode of travel and they seem to be getting it. With Greenline train on the tracks, I’m looking forward to enjoying a trip to the capital and back with the promised cool VIP treatment on it.
The government’s enthusiasm shows that the privitisation process set in motion with Business Train and Shalimar Express is not in favour of the people. Privatisation is just adding to their woes with higher fares. And they have no economy class, only which most Pakistanis can afford.

 اسلام آباد: وزیر ریلوے خواجہ سعد رفیق کا کہنا ہے کہ انہوں نے دنیا میں بہت بڑے جھوٹے دیکھے ہیں لیکن عمران خان جیسا انداز کسی کا نہیں، وہ اس قدر اونچی آواز میں جھوٹے بولتے ہیں کہ سچا شخص بھی اپنی سچائی پر شش و پنج میں پڑجاتا ہے۔

پارلیمنٹ ہاؤس کے باہر میڈیا سے بات کرتے ہوئے وفاقی وزیر کا کہنا تھا کہ جبر ، گالی  اور ڈنڈا بردار جتھوں کے ذریعے  جمہور کے فیصلے کو  روندنے کی کوشش کی گئی تو ریاست میں جنگل کا قانون رائج ہوگا، طاہر القادری اور عمران خان پاکستان میں جنگل کا قانون نافذ کرنا چاہتے ہیں لیکن وہ جتنا چاہے زور لگالیں اس ملک کی پارلیمنٹ ان کی کوشش کو ناکام بنادے گی۔ دارالحکومت کو فتح کرنے کے لئے آنے والے خود ہی مغلوب ہوں گے، غلیلیں اور کنچے لے کر آنے والے سیاسی کارکن نہیں ہوسکتے، مسلح ہوکر پرامن ہونے کا دعویٰ زیادہ دن برقرار نہیں رہ سکتا۔ عمران خان سب کچھ ہوسکتے ہیں لیکن سیاست دان نہیں ہوسکتے، عمران خان سر کے بل بھی کھڑے ہوجائیں تو نواز شریف استعفیٰ نہیں دیں گے۔ ان کا کہنا تھا کہ سیاسی کارکن کی حیثیت سے وہ سمجھتے ہیں کہ سیاسی قائدین کو نفرت کے بیج نہیں بونے چاہئیں،عمران خان اور طاہر القادری نے اپنے کارکنوں میں نفرت اور زہر بھر دیا ہے، دونوں رہنماؤں کی جانب سے پھیلائی گئی نفرت کا اثر بہت عرصے تک رہے گا جبکہ سیاسی کارکن انہیں جمہوریت کے ڈاکہ زن قرار دیتے ہیں۔
سعد رفیق کا کہنا تھا کہ وفاقی دارالحکومت میں آج جو بھی ہورہا ہے وہ ایک سازش کا حصہ ہے اور اس میں طاہر القادری، عمران خان، شیخ رشید، چوہدری برادران اور پرویز مشرف شامل ہیں۔ عمران خان اب انتخابات میں دھاندلی کی تحقیقات کے مطالبے سے دستبردار ہو بھی جائیں تو حکومت اس کی تحقیقات کرائے گی کیونکہ اب یہ ان کا نہیں ہمارا مسئلہ بن گیا ہے۔ یہ کسی دھاندلی ہے جس کا کوئی ثبوت نہیں، جو جہاں سے جیتا ہے وہاں دھاندلی نہیں ہوئی اور جہاں سے ہارا ہے وہاں دھاندلی ہوئی ہے۔ افواج پاکستان آئین اور جمہوریت کے ساتھ ہے، اس وقت بھی مسلح افواج آئین، جمہوریت اور پارلیمنٹ کا تحفظ کررہی ہے اور عمران خان کہتے ہیں کہ امپائر کی انگلی اٹھنے والی ہے، کسی جمہوری شخص کو یہ زیب نہیں دیتا کہ وہ ڈنڈے اٹھا کر دارالحکومت کو فتح کرنے پہنچ جائے۔ انہوں نے ملک میں جمہوریت کو ڈانواڈول کرنے کی کوشش کی ہے۔ انہوں نے اپنی پارٹی میں پھوٹ ڈال دی ہے لیکن اپنی انا سے باز نہیں آتے۔

LAHORE: After a lapse of more than three years, the Pakistan Railways (PR) will resume its cargo express train between Lahore’s Badami Bagh station and Karachi from Sept 2.
Initially, the cargo train between Badami Bagh and Karachi was started in 1992 by contracting out its idle cargo wagons to private parties on round-trip per wagon rate basis. After a year, the train route was extended up to Gujranwala on the demand of the business community.
An official of the railways commercial wing told Dawn that the daily earnings of the 27-wagon cargo express could have been much more than any passenger train being operated under the public-private-partnership on the same route.
“The Shalimar Express is paying Rs1,751,934, Night Coach Rs1,731,308 and Business Express Rs2,227,618 per day to the railways while the recently launched container service is not meeting its operational cost yet.”
The railways is losing at least Rs3.15 million per day by not operating the cargo train, the official said on condition of anonymity.
The operation of the cargo train was suspended on April 13, 2010, without any reason. The contractors had offered to enhance the per wagon rate, but railway authorities preferred inviting fresh tenders. In the re-bidding process, railways insisted on Rs96,600 round-trip charges per wagon against the Rs80,000 offered by the contractors.
The operation of cargo express was thrice suspended as railways authorities asked the contractors to increase payments and invited fresh tenders. The affected contractors moved the Lahore High Court and got relief.
In pursuit of the orders of Justice Shujaat Ali Khan, the then GM (Operations) submitted under his Arbitration Award (dated July 10, 2013) that the PR would introduce this train on availability of locomotives preferably from the first week of September 2013. In the first phase, the cargo train was to be operated twice a week and later on a daily basis.
However, instead of implementing the Arbitration Award, the railways started adopting delaying tactics holding meetings with contractors and making false promises, said the PR official. In the first meeting on Aug 27, 2013, a committee of PR marketing, commercial and accounts officers asked the contractors to enhance the freight charges to Rs130,000 per wagon roundtrip and promised to resume train operations immediately.
In the second meeting, on Sept 3, the railway authorities informed the contractors that the trains operation would restart from Nov 1, 2013. In the third meeting on Oct 22, the PR authorities reiterated their resolve to resume the operation of cargo express initially once in a week and to increase its frequency on availability of more locomotives.
“Since Jan 10, 2011, the PR has been losing a huge amount daily and the railways high-ups seemed least interested in utilising the available resources of the organisation to generate revenue,” said the official.

ISLAMABAD: 
A meeting by the finance and establishment division to reconstitute the Pakistan Railway Board will be held this week, according to a written reply submitted by the Railways Ministry in the National Assembly.
The ministry said a reform of the railways is currently underway and added that a summary has been submitted with law and parliamentary affairs, finance division and establishment division this week in order to receive their input. The final draft will then be submitted to the cabinet division. Minster for Railways Khawaja Saad Rafiq said that the appointment of DG legal affairs is underway and the ministry’s Vigilant Cell has been reactivated in order to monitor the activities of field officers and officials. The minister further said that at present there is ban on the recruitment in the department and whenever the recruitment will be started it will be made on merit.
He further informed the house that the computerization of the railways’ lands is a lengthy and tedious process for which the assistance of the provincial governments has been requested.
To another question, the ministry informed the House that as many as 264 locomotives and 731 passenger coaches were not used during 2012-2013 because of the non availability of critical spare parts due to budget allocation. Additionally, no locomotives and passenger coaches have been procured during this period, he said.

In response to a question from Khalida Mansoor, the minister revealed that there are a total number of 1993 unmanned level crossings over the railway system across the country. The ministry stated that the railway administration wants to provide gates at vulnerable unmanned level crossings with the cooperation of the authorities and the provincial governments. For this purpose, the Punjab government has agreed to provide funding for the upgrade of vulnerable level crossings on the mainline.
Responding to a query on irregularities, the minister said the last audit, examining the accounts of the financial year 2012-13, has yet to be finalized. Irregularities of Rs 30.263 billion from the audit report for 2011-12 were due to unsound asset and financial management and weak internal controls relating to finances, he said.

Federal Minister for Railways, Khwaja Saad Rafiq Saturday said the
decision has been taken and now the forces would retaliate with full
force in case the terrorist attacked.


“It will no longer be
the case where terrorists go on exploding bombs while security forces
remain silent,” Saad Rafiq asserted while talking to media men here at
Railway Stadium where Annual Inter Divisional Sports event was held
under the auspices of Pakistan Railways.


He said the government
would only engage in talks in a dignified manner with those who are
willing to reciprocate. “Imran Khan (Chairman Pakistan Tehreek-e-Insaf)
wants us to bend over backwards before the terrorists,” he regretted.


Commenting on the treason trial of the former president General (retd) Pervez
Musharraf, he said Pervez Musharraf is now a retired general, who is
trying in vain to win favor of the army. “After retirement he (Gen
Musharraf) is a common citizen,” he added.

ISLAMABAD: The Senate was all smiles Friday when a lady senator, in a bid to praise Railways Minister Khawaja Saad Rafique for his good job, compared him with India’s corruption-tainted ex-railway minister Lalu Prasad.

The House, which saw angry senators expressing anguish over plight of Fata people during an on-going debate, also witnessed light moments during the question hour.

Senator Kulsoom Parveen of the BNP-Awami, apparently oblivious of the recent conviction of Lalu in a 17 years old fodder corruption case, said that Saad Rafique was performing as good as the Indian minister. This prompted several senators to rise on their seats to inform her about the bitter fact about Lalu.

“By this, I mean Lalu had done a very good service to the Indian railways as its minister. I did not refer to his other issues,” the lady senator explained.

Replying questions, Saad Rafique complained that despite clear orders of the Supreme Court, the provinces were not ready to give back land to the railways and that was why they had decided to take the matter to the Council of Common Interests (CCI).

The minister noted that the Railways Ministry wanted to earn revenue from the commercial use of its land, as was successfully being done in India. He said this process had been started from Karachi, wherein cold storages and hotels could be built.

Regarding the Royal Palm issue, Saad Rafique said initially the lease was for 33 years that was increased to 49 years and the leased land was 120 acres that was also enhanced to 141 acres. He added the ministry had filed a petition in the Supreme Court and urged for early hearing of the same.

He said an amount of Rs25 million payable by the party to which the land was leased out was not paid, forcing the government to write a termination letter on this count.The minister noted that no new passenger train would be launched until the freight trains were equal in number to the passenger trains.

Presently, 25 goods trains are in operation and two of these are for transportation of PSO’s oil products. There are 96 passenger trains on tracks presently.About accidents on unmanned railway crossings, he said security on the crossings was the provincial governments’ responsibility and there were a total of 2,442 railway crossings across Pakistan. He added that the ministry had banned opening of new such crossings.

The minister said he had meetings with provincial secretaries and even chief ministers regarding railway crossings. He maintained that the issue of crossings could be solved in next five years if provinces provide funds for this purpose.Saad Rafique made it clear that in future the ministry would allow only underpasses or flyovers at railway tracks and no more new railway crossings will be allowed.

Monday, November 25, 2013 - Karachi—The Pakistan Muslim League-Nawaz (PMLN) had not deviated its directions towards the resolution of key national issues but after taking up the government amid terrible crises, the PML-N had acquired the responsibility to run the state sanely and not only as just a political party so it was a mater of safeguarding the interests of the state. The PML-N leadership was fully determined to rid the country of the crises and challenges and put the country on the path of progress and enlightenment and hence a little time was sought to put the things in order.

The Minister said that it was the constitutional privilege of the federal government to appoint its own Governor in Sindh but the government had sacrificed that constitutional privilege for the sake of the state and the people of the metropolis. As a political party, the PMLN could have changed the Sindh Governor but as the party in federal government, some decisions are deferred for people’s betterment and above all for the interest of the country in the long run of state’s affairs.

The metropolis had been ruled by the TT (pistols) while the PMLN office-bearers and workers had stood to the challenges like man and kept the PMLN’s colours hoisted for which they deserved due applause. Te PMLN was fully aware of the problems of the people of the city and the PMLN workers and office-bearers and that the PMLN would utilize all the available resources to put thing in order, said Khawaja Saad Rafique.

Khawaja Saad Rafique, the Minister for Railways expressed these views while addressing a press conference he had addressed at the PMLN provincial headquarters at Karsaz, Karachi Sunday. PMLN Sindh chapter General secretary Saleem Zia Awan advocate, Information Secretary Ali Akbar Gujjar, Nehal Hashmi, Arif Kiyani, Azhar Sayani, Saeedullah Afridi, Michael Jawaid, Karamat Chohan, Malik Riyaz, Zahid Shah Mir, Nisar Shah, Aman Afridi, Malik Taj, Sultan Bahadur and Asif Khan were present with the Minister.

The Minister said that the PMLN hated the drone attacks and Pakistan Tehreek-e Insaf chairman Imran Khan and those that had taken to streets were in fact assisting the government on that serious national issue.

He said that the credit went to the PMLN-led federal government for bringing the military dictator under court trial for his constitutional violence and offences and it was then the responsibility of the judiciary to say its words and deeds.

As far as the issue of Karachi Circular railways was concerned, the Minister said that he wanted that the KCR project should be commenced, completed and run with indigenous resources; however, it would depend upon circumstances ahead and then the government would take appropriate decisions while keeping the national interests abreast.

Monday, July 22, 2013 - PAKISTAN Railways has launched its third goods train to accelerate the freight operations and increase revenue generation. The operation of the train reflects that Railways has started moving once again and with the passage of time not only more freight trains would be introduced but the entire system would be revamped.

We see the light at the end of the tunnel because soon after taking the rein of railways Ministry the young and vibrant Minister Saad Rafiq is spending his entire time on going through the ills in Railways and how to get the very important source of transportation out of the mess. He is visiting different departments and inspiring the workers and officials to restore lost glory to Railways. With the launch of the train and almost no significant report of failure of engines, over the past one month, one can say that the Minister has given a push to the Railways. Once upon a time, Pakistan Railways was a fascinating, cheap and most secure system of transportation all across the country and its network strengthened the federation. But with the passage of time and total apathy of the successive governments, scar of unionism that developed culture of wheeljam, overstaffing and theft of assets and corruption took the railways to almost its ultimate destination of junkyard. The last blows were terrorist related incidents destroying its tracks and land mafia that occupied the precious land bringing it to a virtual standstill. During the last two years of the previous government, there were daily reports of breakdowns of engines, non-availability of fuel and even disconnection of electricity at railway stations due to financial bankruptcy. But we hope that with sincerity of purpose, the Minister will continue with the same zeal and fervour to put the PR back on rail and make it the popular mean of transportation by utilizing the indigenous resources of the organisation in-cluding the Risalpur locomotive factory, Mughalpura work-shop and Islamabad Carriage factory to name a few.
